The 2nd
Engineer/1st ASST. ENGINEER (LNG) is a Senior Officer and a permanent member of
the vessel’s
Shipboard
Management Committee.
a) Reports
to: Chief Engineer.
b) Directs:
Engine Room work force and multipurpose crew members assigned to Engine Room
service.
c) Works
with: Safety Management Committee and other officers and Ratings, as
appropriate.
Position
duties and Responsibilities
To
familiarize himself with, and observe in the performance of his duties, all
relevant regulations on safety and
environment
protection, and all procedures of the Company’s SMS applicable to his job.
To
maintain a safe Engine Room watch and/or participate in the UMS duty system.
Under
direction of the Chief Engineer, to effect or supervise the maintenance and
repair of all vessels’
structure,
machinery, systems and equipment in an efficient manner, ensuring the ship’s
readiness in all engineering respects for any operational requirements.
To
diagnose machinery faults, taking corrective actions in accordance with the
Chief Engineer’s directions.
To be
present in the Engine Room during maneuvering and during any critical operation,
unless otherwise
instructed
by the Chief Engineer.
To ensure
with regard to the Engineering Department the vessel’s seaworthiness at all
times.
To attend
Safety Management Committee meetings and deputize for the Chief Engineer in his
absence.
To fully
assist and support the Ship Management Committee.
To
organize engineering duties and watches for Engine Room Officers and Ratings,
in accordance with the
Chief
Engineer’s guidelines and Ship Management Committee work plans, and to provide
for the training of
subordinates
and engineering Cadets.
To assist
the Chief Engineer in the monitoring of performance of subordinates and in the
preparation of
Appraisal
Reports.
To
familiarize himself with the Chief Engineer’s duties.
To deploy
and control the performance of multipurpose crew assigned to the ER service.
To
control the performance of any flying squad assigned to the Engineering
services or ER spaces, and to
control
the performance of shore contractor’s personnel.
To assist
the Chief Engineer in the implementation and execution of the Planned Maintenance
System,
ensuring
that all engineering maintenance is carried out safely according to Company and
all Statutory Rules
and
Regulations.
To ensure
that all engineering maintenance and test of vessel’s emergency and safety
equipment, is carried
out on a
regular basis, in accordance with the vessel’s Safety Planned Maintenance and
Test Scheme.
To ensure
that all spaces, structures, machinery and equipment of the E/R and related
machinery spaces are
maintained
in a good standard of cleanliness and anti-corrosion treatment.
To ensure
that all spare parts and stores are correctly stowed at all times.
To assist
the Chief Engineer in the monitoring and control of vessel’s spare parts.
To
monitor and control the consumption and existence of stores within the
engineering department, suggesting
the
requisition in due time of sufficient articles to maintain vessel’s stocks at
adequate levels.
To assist
the Chief Engineer in bunkering operations, ensuring that all SMS procedures
and regulations are
adhered
to.
To assist
the Chief Engineer in the monitoring and control of bunkers, lubricants, and
feed water.
To assist
the Chief Engineer in the preparation of repair and dry dock work lists.
To ensure
the updating and maintenance of Engine Room Log, Oil Record Book and Oil Record
Book.
To assist
the Chief Engineer in the compilation of engineering records and documentation.
To assist
the Chief Engineer in the updating and maintenance of records related to
Planned Maintenance and
spare
parts control systems.
To assist
in the record keeping of matters related to the Safety Planned Maintenance and
Test Scheme.
To assist
in the maintenance of, and be able to safely operate, the Oily Water Separator
/ Sewage Plant
/
Incinerator and any other ship specific MARPOL equipment as fitted.
To direct
and monitor the progress of cadets (when assigned), including the completion of
signing off
tasks as
and when competency is judged to have been reached.
In
addition he shall understudy the Chief Engineer so that, in cases of illness or
accident he may take over the
running
of the Engine Room Department from the Chief Engineer
Personal
Conduct
The First
Engineer must, in his working and social behavior, constitute an example of
competency and
irreproachable
conduct for his subordinates. To transmit such an image, the First Engineer
shall endeavor his
best
efforts to:
Demonstrate
loyalty and trustworthiness to his superiors.
Avoid any
signs of weakness that may endanger or diminish his authority
Avoid
showing signs of alarm and anxiety when dealing with difficult situations as
this may be contagious and
reduce
the crew morale.
Deal with
his subordinates with scrupulous fairness, showing concern for their welfare
and avoiding any
attitudes
of discrimination in any respect.
Issue
clear and reasonable orders which do not endanger in excess the personal safety
of any crew member.
Avoid
actions or conduct that may be considered as abuse of power.
Set high standards of appearance
and encourage the same high standards in others.
